GCC EOR POE
Expansion Models

GCC / EOR / POE Explained

Choosing the right global expansion model is one of the most consequential early decisions an organisation makes when entering a new market and it's a decision many organisations make with less rigor than it deserves, often defaulting to whichever model a well-meaning advisor happened to be most familiar with.

This resource page breaks down the three core models Axara supports, so you can enter that first conversation with our team already understanding the fundamental trade-offs.

Global Capability Centre (GCC)

A dedicated, wholly owned or majority-owned centre established directly in a target market.

This is typically the right model when an organisation wants deep, long-term operational presence, full control over intellectual property, and the ability to build a specialised, scalable team over a multi-year horizon. It carries the highest setup cost and longest timeline of the three models, but also the highest degree of control and the strongest foundation for a genuinely strategic, long-term presence in the market.

Employer of Record (EOR)

A model where a third party Axara, in this case becomes the compliant legal employer on your behalf.

This allows you to hire in a new market essentially immediately, without the months-long process of establishing a legal entity first. This is ideal for market testing, small initial teams, or situations where speed to first hire matters more than long-term infrastructure. It carries lower setup cost and dramatically faster timelines than a GCC, though somewhat less direct control over certain employment-administration details, which sit with the EOR provider.

POE (Professional Outsourcing)

A contractual deployment model suited specifically to project-based, seasonal, or otherwise flexible resourcing needs.

Offering genuine workforce agility without the long-term employment commitments of either a GCC or a standard EOR arrangement. This is typically the right fit when the underlying need is genuinely temporary or project-bound, rather than a signal of sustained, ongoing presence in the market.
